The A.M. Qattan Foundation is seeking to recruit a highly motivated individual for the position of Projects Manager, to work in its offices in Gaza Strip. Following is the description of this position:

Supervises: Project Officers / Coordinators
Work Location: Gaza Strip
Job Objectives:
The Projects Manager will lead and manage the implementation of AMQF’s education- and child-focused projects in the Gaza Strip, ensuring high-quality delivery, alignment with the organisation’s mission and strategic objectives, and compliance with donor requirements. The position is responsible for supervising mid-level project team, ensuring implementation according to the approved plans, budgets, and donor requirements, and maintaining coordination with partners and relevant stakeholders. The projects manager also contributes to institutional learning and strengthening the Foundation’s presence in the cultural and educational field in Gaza. Given the complex operating environment, the Projects Manager must demonstrate strong security awareness and ensure staff and beneficiaries’ safety considerations are embedded across all project activities.
Key Responsibilities
Strategic Direction of Projects:
1. Contribute to developing the overall direction of the Foundation’s projects in Gaza Strip, in alignment with the Foundation’s mission and strategic guide.
2. Participate in the development of new project ideas and initiatives in coordination with the Director of the Centre, and relevant programme teams.
3. Contribute to developing concept notes and project proposals related to the Foundation’s work in Gaza.
4. Represent the Foundation in relevant meetings, coordination forums, and sectoral activities related to project implementation in Gaza.
Project Management & Implementation:
1. Provide overall leadership and management of projects in Gaza.
2. Oversee the implementation of projects in Gaza, and ensure activities are carried out in accordance with the approved plans, budgets, and donor requirements.
3. Supervise, support, and mentor project officers and coordinators managing day-to-day operations.
4. Laise with HQ media and communications team and ensure quality and compliance of materials emerging from managed projects.
5. Address implementation challenges and propose practical solutions in coordination with the Centre Director and relevant teams.
6. Maintain and strengthen working relationships with local partners, community institutions, and stakeholders relevant to project activities.
Monitoring, Evaluation, and Quality Assurance:
1. Oversee the collection and analysis of data to track progress and monitor project performance.
2. Ensure quality and timely submission of narrative and financial reports to senior management and donors.
3. Identify risks, bottlenecks, and opportunities to improve project outcomes.
4. Support learning and documentation of good practices and lessons learned.
5. Monitor and assess the effectiveness and impact of project activities on target groups.
Security & Risk Management:
1. Maintain a strong awareness of the local security environment and integrate risk management into project planning and delivery.
2. Ensure staff follow security protocols and that safety considerations are factored into all field activities.
3. Act as a key focal point for liaising with management on security-related matters affecting project operations.
Administrative responsibilities:
1. Oversee the preparation and implementation of annual and project-specific work plans.
2. Manage and monitor project budgets and expenditure in coordination with the Finance Dept and relevant team.
3. Supervise the preparation on required periodic reports and documentation related to project implementation.
4. Oversee the preparation and follow up of project-related agreements and contracts in coordination with relevant departments.
5. Facilitate effective communication between Gaza-based project teams and senior management.
6. Any other tasks related to the position.
7. Supervise, evaluate, and support the professional development of project staff.
Qualifications & Experience:
1. University degree in project management, education, development studies, social sciences, or a related field (Masters preferred).
2. At least 7 years of progressively responsible experience in project/programme management, with a minimum of 3 years in a supervisory role.
3. Proven experience managing donor-funded projects in complex or high-risk settings, including reporting and compliance.
4. Demonstrated knowledge of education/child-focused programming.
5. Strong financial management and budget oversight skills.
6. Excellent communication, negotiation, and representation skills.
7. Strong security awareness and experience in applying risk management approaches.
8. Fluency in Arabic (required) and strong English (written and spoken).
Contract Details:
1. Contract Type: Fixed term.
2. Duration: 2 years, renewable based on funding and performance.
3. Location: Gaza Strip (with field travel as required).
4. Salary & Benefits: Commensurate with experience and organisational scale.
